Janice, The Reading Lesson is not specifically designed for that particular group of children but I see no reason why it shouldn't work. The general rule, however, is that the organic hearing problem must be addressed (with help of digital hearing aids or other interventions) before teaching of reading starts.
The CD-ROM can be particularly helpful because you would be able to adjust the volume and also maintain consistency in the way the letters sound. You might consider watching the Sounds of Letters DVD with the children before diving into the TRL program.
